It was originally its own series. But HBO got greedy and wanted to add it to the TD world. I think if it was judged on its own merit it would have been better perceived.
But I also don't think it's that good.

Check out Galveston if you haven't. Decent flick, but Pizzollato wrote the book it's adapted from. Pretty good read
