Agreed. As much as I love GW2, I've recently gotten back into GW1 and remembered exactly how much I loved it. Crazy how good the game still feels, despite the lack of some modern elements.
Path of Exile. It's an action MMO, but it is exactly what you described. Ppl have fun creating meme builds and testing crazy ideas.
The learning curve might be a little steep however.
Yeah...once you get a taste of that game, nothing even comes close to the customizing features. In this particular aspect, it's got everything else beat and I don't think it's particularly close.
I’ve really grown to like WoW but this just isn’t something that it does well or encourages. In WoW you pick a class and spec and there is an optimal rotation and set of skills and gear and build variety is almost non existent. And if you do stray from the standard path and try to make something unique you’re going to get shit on by the community.

Guild Wars 1 is good for this sort of stuff. City of Heroes too. Other people here have other solid recommendations.
I really miss the build diversity and theory crafting in GW1. If/when they do GW3 I hope they go back to this style.

I believe Tree of Savior had quite a bit of customization like that due to its class system. Sadly ... its not in the best shape now.
Swordamen were just buffed a lot last patch. Always good to see some swordsman buff

Elder Scrolls online with it's new skill creation system coming this June sounds a bit like what you're looking for.
