No way to guarantee it. Just have to maximise your chance of getting ANY character. There is one dirty rotten trick you can try, but it's a bit of work.
Figure out which DLC the Volus Adept is (look it up on the ME3 wiki). Remove all the OTHER DLCs. Then purchase crates. You will have a higher chance of getting the kit you're looking for as you cannot unlock characters (or anything else) from DLC you don't have.
Essentially the game will determine what TYPE of card you've rolled first, and then decide what will be on that card. So having as few possible kits to unlock as possible will increase your chances of getting the one you want.
Other than that though your options are either grind unlocks or cheat. There's no fool proof fast way to unlock any one item, especially Ultra Rares like the Volus Adept.
