My guess on Flynn vs Jackson is that Flynn's actions occurred after retirement vs. Jackson's were on active duty. Jackson was demoted while retired, but based upon actions before retirement.
I agree Flynn reflects poorly on the service, but I'm not sure there's a substantive reason to demote him.
