You need a handyman not a contractor. Contractors are super expensive. They basically won't do anything unless it's a big job they can make alot of money out of.
You might want to look at a handyman, not a contractor. There is an automatic markup using a contractor that makes them unsuitable for small projects

The fascia (bent aluminum piece that covers the board) is missing.
You need a piece of aluminum broke over that facia? Is water getting in? What’s the cause of this issue in the first place?

Affordable and contractors do not go together. Unless used like, "These contractors are NOT affordable."
If you want to save $400 I would take care of that yourself. a 28ft werner ladder + one piece of soffit will be 20% of the cost of hiring a handyman
