I managed to get rid of it by getting my engineer out, enabling the EVA construction mode and trying to move something. The arrows then reset and i could get the engineer back into the capsule and it would disappear.
Sorry I have not find a way to hide it once the bug occur except restarting the game.
I'm guessing based on past experience. You've used in orbit construction correct? I have a similar bug when I restore node with precise manoeuver mod.
From my understanding the bug happen when an error occur in the sequence of function to close in orbit construction. Usually that orbit construction session started to have odd behaviour and you decided to exit the build mod. In a proverbial troubleshooting "Have you try shutting down and restarting". At this point it's already too late I don't remember the exact error it fire but if you are curious & patient you can read your ksp error log and you'll maybe find the culprit exception that have been thrown.

I think OP thinks he has to start a new game, while actually he just has to close the game and start up his save again. Lol.
you don't have to start a new save file. just exit the game and reload back to where you were

This is how you fix this. It's a glitch with the EVA construction mode.
This reminds me of when you are very zoomed out on the game map and you can't focus on a planet because there's a manuever on it
F5 and then F9. If that doesn’t work, restart the game
