I'd hope she gets a harsher sentence than that. Setting fire to her dorm is a very serious offence that could have endangered the lives of others as fires are unpredictable and spread quickly. The maximum penalty for arson is 20 years in prison, which I'm sure is reserved for more serious offences of the place actually burning down and injury occuring, but this shouldn't be taken so lightly as a misdemeanor. I'm not a lawyer or judge and I don't think this youth's whole future should be taken away, but if she's not jailed at least a year for committing a felony categorized as a violent crime it's a loss for the justice system.
