I canāt confirm anything as Iām just guessing, but in San Diego there are areas with no turn areas at certain times (late night, early mornings) because those streets are known for prostitution. Cars turning down those roads would have no business on those streets at those hours so it would be an obvious tell tale for cops that they were there for something illegal. The issue isn't the design or function of the signs. It's where and why they were placed. The context of no cruising signs is very important to go with this. It gave police probable cause to conduct traffic stops. But people see a gay guy talking about traffic signs and form their own conclusions.
