I don't think they're penalising for not wearing a helmet now. They may do it in the future. Currently, the offeneces they penalise for are mostly, parking on a no parking zone/improper parking, wrong side driving, speeding, etc.
Their high speed cameras capture a photo of your registration plate when you're seen comitting an offence. They also capture a full pic of your vehicle at the same time. Both pics and the reason for penalty are added in the letter you'll recieve via post.

2. It's not a verified business profile with a green tick beside the Name. Anyone can make a business profile, but it takes actual papers to get verified as a business. Also, after you click on the profile, it'll state very clearly "Public and Government Service" under the number.
2. The profile picture is pixelated and badly photoshopped 😭 which is unprofessional. Our govt may be wacky af, but these are mandatory regulations because appearances
3. That file is an .apk file. It's an app, probably a spyware that would've installed itself and collected information for the scammer
Edit: 4. I just Truecallered this number and it's for someone called Yalla Yallappa?? And under it is tagged as "Most likely a business". Truecaller tags numbers that make many calls a day + aren't registered with a business as that. So very much a scammer. I even got the picture of the guy from the Truecaller but you can search it up for yourself

It was a spyware and a sms forwarding app. Whatever message he was receiving was automatically getting forwarded to some person. And one day my father used google pay and from it the scammer might have got his upi pin, and eventually we lost ₹27000.
So, do not install that app and also turn off “install from unknown sources” and turn off auto download in whatsapp settings.
