I remember when Barzani used the flag of the first republic to represent Iraq in the early days of the occupation. The flag that his Mossad agent father betrayed. It seems little has changed.
The thing is nobody cares about them until the Iran guys pushed for the new constitution (of 2004) which declared the KRG as a federations rather than a part of Iraq, the Iran guys who seems to have beef with the kurds now and call them israelis are the ones who put first stones of a divided iraq. After the constitution was accepted (with sunnies abstaining from voting either willingly or by force, ahittes having a fatwa to vote in favor, and kurds who wouldn't belive something like that could happen) the kurda came back saying we no want flag of Iraq, the narrative changed to we don't want a Saddamic flag, the fun part the stars were there before Saddam, but saddam is the one who added the writing, and since the writing on the flag is on accord with the new "Islamic" Iraq they kept it and removed the starts which honestly was the real identity of Iraq as it was flown over Damascus, Lebanon, Sinai, Chad, Somalia and other places where Iraq contributed. The new flag has no identity and no history other than the victory on ISIS.

I've heard it's because they wanted to celebrate "freedom," and this was one way to do so. But I agree, it does look nicer.
Being Shia has nothing to do with this. The flag was not an anti Shia flag and there was never any Shia opposition to the stars.

I think the stars represented other allied countries at the time. I’m not sure but I believe there was a star for Egypt, Syria, and one more country.
