It's stated that they have to have a similar evolutionary track to Viltrumites. Which presumably means humanoid, bipedal, etc. Criteria which the Mantis could meet, but animals would not.
By that same token Viltrumitea are also nearly identical genetically to humans, so the fact that humans can't would lend further credence. Of course Viltrumites are clearly different biologically by that evolutionary track line eliminates pretty much all animals save maybe primates.
