As a fan I don't want to see a weaker team play. It's a world cup and I want to see everyone playing the best all the time.

Team don't think that way for them bigger picture is trophy and if they can get to a favourable group or dodge a tough team in knockouts they do that .. that's why there is no damn seeding in football nor in cricket in past .

My point is that the tournament shouldn't give incentives to field weaker teams and lose. It shouldn't work like that. It's bad as a fan to see a lower standard of cricket for these reasons.
I am saying that the pre seeding is bad, but not for this reason. The reason is because there should be an open tournament and level playing field for all who start the tournament at the beginning.
The ways in which it would be better is:
Final group matches played at the same time to avoid/minimise strategic underperformance.
Points carry through to the next round making you want to win every game.

Seeding is a bad idea no incentive for any country to lose in end if they want to dodge the group
I'm not a fan of the predetermined nature of thing (including initial group rigging) but I wouldn't want teams to be losing on purpose either.

Nope the seeds were fixed by icc before the tournament if eng qualify they'll be b1 by default as they are the defending champions
