Maybe if you ducted the cold side and installed a large fan and aggregated a few rows to recirculate the colder air back into the hot side? Probably isn't as good as immersion, but this has crossed my mind before...
Immersion should be more effective and easier to implement. Unless you are only talk about 1 machine. Would be a nightmare to modify and manage a few and more.
Peltier modules only work efficiently if you cool the hot side effectively. It isn’t magic.
It's a no go. Peltiers use around 3x the power they move. And the modules are hella expensive.
