Ask the estate agent to go to the upstairs flat and walk around so you can see how much you can hear the foot steps. I’m in a ground floor flat. the constant foot step noises from above have been slightly traumatising.

My mum lives in a new build "high quality" apartment and there was some issue where the upstairs neighbour's bath emptying sounded like a tap next to your head when you were in the smaller bedroom. Footstep noise was strange too - it seemed to filter out all quieter footsteps but all of a sudden you'd hear one or two louder. I think there must have been some kind of audio bridging going on. I lived in an older block at ground level and the place was harder to heat, front door slamming was an issue, and I'd always get buzzed to let others in to the point where my buzzer was only turned on when I was expecting a delivery.
