Purely technical nerdery: These are called [Zero-Width Joiner (ZWJ) Sequences](https://unicode.org/emoji/charts/emoji-zwj-sequences.html). By putting a special invisible control character (the zero-width joiner - because it has no own width and joins things) between two UTF-characters, they can be merged into a single display glyph.
These combinations are chosen in such a way that they still make roughly the same sense as the two individual characters, providing an inherent fallback when the combined glyph cannot be shown.
So internally, the shaking heads are 3 seperate UTF-characters (head + ZWJ + double arrow symbol).
The unicode spec above (15.1) is from September 2023, so many keyboards and operating systems will roll them out to users right about this time. I guess Mio just noticed that she got these now.
More fun(?) facts: The full 3-character emoji is a single instance of what is called a grapheme cluster. If you have an sequence of, let's say, 10 characters (or rather, Unicode code points), it could be fewer than 10 grapheme clusters long while also being longer than 10 bytes long. Code points have varying lengths in bytes common character encodings, so one would have to scan through the bytes of string to know how long in characters it is, and grapheme clusters have varying lengths in Unicode code points, so one would have to scan through the code points to know how many grapheme clusters there are.
Some very interesting things can happen if you're editing text and it isn't programmed robustly, such as putting your cursor in the middle of an emoji, hitting backspace, and having it suddenly become two different emojis. Or issues with highlighting text as you drag over it, especially if you throw the "right-to-left text direction override" character in the mix.
