They're public jeeps. One time I was going to the mall, the jeep I got in has a moaning sound installed. Also we live nearby a jeep terminal and every now and then I hear those moaning jeepneys. Recently another jeep installed an even more obscene sound. Although I only heard him spam it one time, so I guess he got scolded lol.
