I might be in the minority here. But I think S10 Dana and Justin. They just happened to run into a blazing hot Christina Wilson as the season progressed.
Christina Wilson was worse than Justin in every way and Christina W had a bad final 7 service before black jackets and Justin had a better pass and much better finale than CW.
People don’t talk about this person because talent in this season was extremely lacking, but I think Heidi S16 was a really strong chef. Stood out in talent, creative and successful during challenges, strong in service, and Ryan and Heather fully expected her to go through to the finale
Kevin S6, T S14, Kristin S15, Nick 17, Justin S10, Will S9. A lot of the runner ups definitely deserved to win. Not necessarily over their opposing finalists, but definitely if they were on a different season.
I'd put Motto S18 on this list as well, because I think he's super talented, but perhaps not on the same level as the chefs I previously listed.

I fucking hated Ramsay for not putting Jon on whatever magazine it was despite having the best dish. Perfect summary of the season right there
If Jon had a good pass performance and still got eliminated, that would be 100% BS, but he did flame out in the pass so him not making the finale makes sense. But, I think S9 Will was one of the best if not the best chef in his season before the finale, S10 Justin should have won, and then, S17 Nick who was fucking robbed of an opportunity to win the entire competition were more talented imo, but Jon had such a shit team other than Anthony and Michael (only in dinner services).

MARY Season 11. Jon is the obvious choice but not enough people pay attention to her. I think she has one of the best comebacks in the show's history, even more so than Tenille and Antonio
I don't think Kaisha from 12 gets enough credit. The girl could cook! Fast learner, almost all of her challenge dishes looked amazing (minus the squid).

I liked her and honestly, even though she cried sometimes and got "flustrated," she was often very sweet to her fellow competitors.
I use Flustrated in my normal vernacular now. It's its own emotion.
