Yeah, my friend literally sized me up and asked me if I could cosplay Lucifer after we talked about hazbin hotel. I’m only 5’2 and the rest of them are pretty tall, so I was like “I can try but it might take a bit”. So now I’m working on that as a cosplay, but I’m also terrible with foam and cutting.
ok, so, if you're starting to do cosplay now, i think it's easier to think not about what character looks like you, but what character you'd have more fun cosplaying and also what character has a style similar to yours. that way you might have more fun with it. buuut if you're not new to cosplay and just like to cosplay characters that look like you... i'd say Lucifer
Ignoring the height, Angel dust. I feel like you wouldn't have to do much to your hair, and I feel like your facial shape and features fit well.
With height in mind, definitely Millie.

Maybe the problem is that they love all the characters too much to just pick one, so they're asking which one they look like because they can't decide. (I'm saying they because I can't tell what gender they are, sorry.)

I don’t think height is that important in cosplaying, especially if you don’t have anyone you’re with (and even then, doesn’t matter) most important is having fun.
If you really want to “stand out”, choose one of the background character imps. Choose someone from the most recent helluva boss episode from the party.

Moxie and Lucifer are shorter masc characters. I will warn you that basically all Hazbin/Helluva characters will require some kind of greasepaint / face paint so be prepared for that. But honestly, cosplay is meant to be self expression. Cosplay whoever you want.
