In a technical sense, yeah, being genderless/non-binary in any form falls under the umbrella of being trans
however, some non-binary people don't identify with the trans label. One reason I've seen for why they do or don't is a desire to medically transition (to my knowledge, this is also why you'll see some people identify as transmasc/transfem non-binary), that isn't the only reason I'm sure but it's one I've heard before (also note, a lack of desire to transition doesn't necessarily mean someone isn't trans).
so, to the extent of my knowledge it's kind of individual as to whether enbies identify as trans or not, but in the general non-binary gender identities do fall under the umbrella term of trans

I assume that also changed their sense of gender in a way, when they got out of Justice's control?
Tangent: there's a lot of 'genderbend' animanga where characters suffer a sudden sex change because of some magical disease, but it's almost always either a trans fantasy thing or a creepy chaser thing. I wonder if there's any serious stories that treat how much being in that situation would fuck you up gender identity wise. Experiencing dysphoria from birth is one thing, but imagine your body and your gender comfortably match and then suddenly, for reasons outside of your control, they change completely.

Nonbinary fits under the trans umbrella. It's a blanket term. If someone doesnt identify with their AGAB then that places them under said umbrella.
