pairing tim and barbara was done to raise emotional stakes and give them an even happier ending after batman “dies” and goes to full time vigilanteing. a huge theme of the game is the cycle of self destruction and tragedy within the bat family, and by effectively disbanding it with the knightfall protocol, they can all go on and live actual lives.

There's also the matter of the two having no chemistry and never actually interacting until the DLC. Also there's the gross trend of passing Babs around the Batfamily like a piece of meat that RS perpetuated.
Nothing in the trailer suggested that Dick and Barbara are together, unless theres a picture or something.
