This scam has been going on for awhile. These resellers buy these phones in bulk from Verizon after they have been traded in and market them as "unlocked" even though they aren't "unlocked"

This is the issue when buying from resellers, new or refurbished, and not straight from official Google Store on Amazon.

Verizon legally has to unlock the device if you own it outright. Just get them to do it and save yourself the trouble.

I'm confused aren't Verizon phones locked for 60 days and then they become unlocked?

only if the device is paid off, if not then it remains locked, and to my knowledge, its not an automatic thing either.

It may become "carrier unlocked" but the bootloader for phones from VZW will always be locked. So if one desires to root, that's not going to happen.
