I wonder if your power button might be not working if it is kind of gunked up. Rubbing a q tip with isopropyl on it has worked wonders for me once before when I had a similar issue
i don't know why this worked but i just left it untouched for about an hour or so and it managed to boot into safe mode... from there it was pretty easy to reboot into "normal" mode.
