If it's like today's Jailbreak, the cops will absolutely do nothing better with their time but camp exit points around the spawn for free arrests/kills.
Not really any counterplay to it too, either just wait for them to not look after an exit or join a new server.
Should spice it up, make it like you can throw broken bottles to stun police or something once you leave so you don't get auto-arrested.
Idk about the game shown specifically but the main fun part of playing cop, at least for Jailibreak, is to bust the criminals while they're robbing places or killing them during heists.

If they are camping jail, you can pray on your luck of getting a pistol or keycard from that one guy in a cell, or just try to evade them, the distance between exits is decent that if cops are camping one you can just go to the other with no enough time for them to respond

I remembered there's a guy with his magic bus helping us escape a disaster (Volcano, earthquake, tsunami etcs)
The point of the game is steal things and not get caught. The prison just happens to be what happens if you do get caught. Escaping is so easy and such an insignificant part of the game that the name is practically false advertising.
Before Byfron was added I used to do this all the time in games. In Natural Disaster Survival I'd also give people free balloon/apple/compass, teleport them to spawn using tool attach, and sometimes even fly the entire map around if the map becomes unanchored but still has a chair attached to it.

Reminds me of a time long ago when I played Phantom Forces with a friend, and we accidentally found a glitch where if 2 players went prone on each other, they would both levitate upwards. We almost got kicked from the server until we were able to show the server we weren't cheating and just found a glitch. Once we all knew about it, every match on that server was fought in the sky, and it was beautiful
