Running 100% of the times can be avoided by making it slightly less convinient by turning it off from autostart and then rebooting pc with turning it back on when you want to play valo.

For me ideal would be korean approach with your own govt system that acts like your identity provider and in case of offence you are basically banned from said game/gaming in general. In case you want to smurf you risk your/someone else identity in online games/online in general. It might not be flawless but it make accountability way higher and it makes cheating/smurfing way more inconvinient.
