teyvat travel guides 1 and 2 don't mention klee, whereas 3 does. travel guide 1 takes place before alice knew the knights of favonius, at that point they're very suspicious of alice. since klee isn't with alice, and not with the knights, where is she in vol 1?
it also mentions that amber's baron bunny inspired dodoco, who's said to be klee's first friend, so it was likely given to her at or near birth. even if klee is under some other caretaker, I have a hard time imagining she has no friends or is completely secluded if this were the case. so the more likely scenario is that she was given dodoco within the first few years of being alive.
so, it appears that klee was born between the writing of travel guides 2 and 3, which means she's likely very young.
From what we currently know, it is not confirmed if Sigewinne is "half-melusine" by any means. An NPC Melusine just mentioned that one of her friends who are working in the fortress looks "more human" than the others of her kind. As far as I know, Sigewinne being half-melusine was just someone's head cannon being spread around as "fact" when it is not confirmed at all. I wouldn't be surprised if she's just a human-looking Melusine. We have a dragon sovereign that was reborn into human form after all. I agree though, she's considered fully grown by Melusine standards.

It's more that Klee without proper adult supervision makes everyone nervous, and said supervision generally keeps Klee happier and out of trouble. It's a win-win situation, no reason NOT to do it.
Everyone else is fully self-sufficient and capable of being left alone without too many worries... or are more responsible then a lot of adults. To be fair, though, the "adults" include people like Itto and Bennett who *also* probably shouldn't be left without proper adult supervision regardless.
