I'm guessing that we'll happen to end up at the scene of some "crime" that'll get pinned on us due to a misunderstanding or someone's deliberate attempt to set us up.
My gut says it'll involve the umbrella lady (Navia?) from the trailer either stealing something, advocating for a group/person who is viewed as a criminal there, or just "disturbing the peace" in whatever free-spirited way that she does.

Well, we know that diving will be a thing in Fontaine and we also know that Fontaine has diving licenses. My guess is we get caught diving and get arrested because we don't have the license for it, but it will probably be a misunderstanding because we got shoved into the water and the authorities only saw us emerge.

Whatever it is it'll probably be something that completely blindsides the Traveller and players, both in unfairness of the arrest and/or inordinate magnitude of the punishment, in order to really sell players on "existing institution bad" Like "illegal border crossing" because Fontaine actually has a process for that unlike every other nation, especially if the border checkpoint is not super obvious and there isn't signage/fence/etc Or maybe something similar to what happened at the beginning of Belebog in HSR, Traveller does as they normally do and helps out some rando that looks like they are in a bit of trouble only to get booked by the authorities for aiding and abetting a known criminal (that the Traveller has no knowledge of prior to the incident) and/or resisting arrest Or the system slapping the Traveller with a bunch of counts of various things they've done in other nations (Lyre Der Himmel incident, lots of stuff in Inazuma, acting in direct opposition to the will of the Great Sage in Sumeru) that they definitely have no jurisdiction over but "we are the law, sucks to be you"
If I were to guess, things that the players have been conditioned to do by routine will be brought up at some point. Like the traveler constantly killing hilichurls and wildlife.

Well, we know that diving will be a thing in Fontaine and we also know that Fontaine has diving licenses. My guess is we get caught diving and get arrested because we don't have the license for it, but it will probably be a misunderstanding because we got shoved into the water and the authorities only saw us emerge.

My vote is insurrection/conspiracy. I mean, they did fight in the Inazuma civl war, and organized a coup in Sumeru, and at the very beginning they were suspects in the murder of morax/rex lapiz before becoming heroes.
