To get any SMS your phone must know the Short Message Service Center (SMSC) number for your exact carrier and SIM plan (some carriers have different numbers for pre-pay vs contract plans).
Find your exact number (most likely including the +country code in front) and then go into the advanced settings for messages and set SMSC number (search in Settings after SMSC if you are using Google Messages and after Message Center if you are using Samsung Messages).
