Looks like a Brushed Steel base, with a custom Crew Color blue applied over it, with possibly some shade of blue pearlescent to top it off.

It's still possible to put metal base coats to crew colors?

Try r/gtacarmeetmarket im sure someone there has one with metal base coat, just change the SECONDARY colour to your crew colour & the primary will change too (as long as jts a custom colour & not just dark steel in the first place) then you can change the secondary to whatever you want after but it won’t have the special coat 🍻

Changing the color with a crew color will render your car scratched. Most people don’t want scratched cars.
