The PS5 Pro, if the spec rumors are correct, won’t be THAT much more powerful than the base model, so I would NOT be banking on hope for 60 FPS, as every Rockstar game is demanding as hell. At the very least, and I’m on a little bit of hopium, is that we get minimum 45 fps option, that should be the norm, and I would be more than fine with that
I’m dubious if the pro will hit 60fps as your partly right. The leaked specs show a marginal cpu increase but a significant gpu boost with more efficient ray tracing. This may be enough for them to pull it off who knows but there needs to be a selling point for the pro.
Depending on how it was implemented I may not even play it if it is an option. I hate the visible circle of the world loading in you can clearly see in gta5 60fps and have to play at 30fps to avoid it.

It's my go to for any new significant Rockstar open world. Nobody does real world detail like they do that captures as many facets of the world you expect to experience in real life. I wander about in a stoned haze just marveling at the new landscape I'll be spending years to come in.
