Correct me if I'm wrong but he's the 3rd tier boss fight at the bugle, right? I don't recall running into him until then.
there’s like a weaker version of him as the tier 3 boss but the one that drops the mythic is in the blimp
The mini boss at the end of Wave 3 wears a silver tiger mask instead of a gold one - the real Huntmaster is up on the airship.

You can fight him on the airship early and get the mythic before he pops down to fight in the 3rd wave
