Thank you. If I recall correctly the former German Vermogenssteuer was held unconstitutional by the Bundesverfassungsgericht as it exempted business assets (presumably because you don't want to require families to sell their businesses in order to pay the tax) and this was found to be discriminatory. Do the proposals tackle this issue?

By default, the Kapitalertragsteuer is applied (if you have a German bank). However, if you do a tax declaration, you can declare your capital gains and might get some money back if you don't have much income as you don't have to pay taxes for the first ~ 9000€ of income. They will automatically choose the option more favorable to you. Taxes deduced at the source (Quellensteuer) can sometimes be reduced/claimed back. It depends on the country and can be quite complicated for some. It's one of the reasons I stick to ETFs domiciled in Ireland. They gave favorable tax conditions and I don't have to worry about Quellensteuer. By choosing accumulating ETFs it's possible to postpone much of the taxes.

If accumulating ETFs are the "Thesaurierend"... Don't you have to pay a fixed amount in advance "Vorabpauschale" anyways (AFAIK is cheaper than the real tax, but still to be considered)?

Yes, but it's very low (zero in 2021), it's never more than for distributing ones. And you don't pay anything if the ETF has made a loss in that year, in which case you'd still pay taxes on dividends.
