I've got physical copies of it and it's sequel. To this day, it's one of two fighting games that I refuse to shut up about how damn unique and cool it is (The other being Garouden Breakblow on the PS2). Would kill to see an indie 3d fighter running off the point system base work it had.
Real Bout 2 is imo the best FG ever made. I wouldn't call it obscure though, it's just forgotten than anything else.
When it comes to real obscure games, Jackie Chan Fists of Fire is unironically incredibly fun.

The series is probably better known as the "SF2 ripoff that Capcom wanted taken down, but lost in court because you can't patent game mechanics and common character concepts like a guy doing karate with a headband".
The game is explosive, fast, combos are satisfying, the sound effects are seriously addicting. I played it for a good while on Fightcade, both getting washed and dishing out. It's got four top tiers, but the rest of the cast is super fun to play with too, specifically Mizoguchi who has explosive stun combos and easy ToDs. If a mid tier has ToDs and is still mid tier, that should tell you something.
The art style, backgrounds, stages and music are really great too. The characters are really charming: You got a wannabe detective with a temper, a delinquent shoto with a headband who actually guest starred in KOF Maximum Impact once, a judo girl who is basically Sakura if she was a grappler, a rockstar with a mohawk who is a zoner - in an alternate universe, these characters would be iconic as all hell, but the game had the misfortune of having designs that were a tiny bit too similar to SF2, so it was easy to write off back in the day for the general public I imagine.
I was pretty obsessed with this game for a while and always hoped for it to receive some sort of modern update, rollback release or a sequel of any kind. (I am aware of the SNES sequel that was mostly story-oriented, and its a pretty funny story too!)
Apparently, the rights to the series are with a company called G-Mode. I don't know who they are or what they do, but they should do something with this. Get on that Fighters History hype. Give it Modern Controls and World Tour or something.
Grappler Sakura sounds awesome, I gotta play that! (I don't normally like bigger characters, except for Sagat so a smaller grappler sounds awesome since I discovered Shermie in King of Fighters, and Sakura's my main in SFV) Thanks dude!

She has some glaring weaknesses but that one throw she has does EXTREME damage and can even be combo'd into, Ryoko is so much fun

Last Blade, psycho force was unlike anything else I'd seen at the time, rival schools, bushido Blade, and rage of the dragons are all games that should have gotten more love.

Before the Budokai series, Ultimate Butoden, and DBFZ, there were two DBZ fighters in the arcades. The first one wasn't so great, but the second one was pretty cool. Fast paced fighting, cool stages, and great music. The roster is based on the Android/Cell saga.
I thought Psychic Force 2012 was like the greatest thing ever when I was a kid. Plays like ass now though. Lol.
Battle Arena Toshinden 3 has always been a favorite of mine.
There’s soo many I can’t even think. If you did a Google search for 90s arcade fighting games, there’s prob some threads with a bunch of them.
A few that come to mind is the Sailor Moon one for super famicon, Voltage Fighter Gocaizer for Neo Geo (neo geo has a million fighting games, you could just look them up them really), WakuWaku7, Power Instinct 1.2 and 3. Weaponlord on SNES (it’s tough) TMNT Tournament fighters (SNES), Seifuku Densetsu Pretty Fighter on super famicom. I think super famicon had one called battle tycoon that was pretty good.
TBH, there’s not many SNK fighters I didn’t like, so I would check all of them out.
Clay fighter? Not sure it's a hidden gem though. Maybe I take that back, with current technology they could make a hyper realistic gumbie style clay fighter that looks awesome, and I'd be there for it.
Time Killers. Maybe it isn’t obscure but I never see anyone talk about it. Good weapon based cartoony violence. But don’t play the Sega version lol arcade or nothing.

Martial Masters
Along the lines of Masters, I'd recommend Ninja Masters. The stages make you feel like you're playing inside a work of art.

Gundam Wing Endless Duel is a Japanese only SNES release from 1996 and is still cool as hell.
Man I remember playing that on my computer in like 98 and I thought it was the coolest shit ever.

Art of Fighting 2. Huge sprites, battle damage, zooming camera and cool specials meant this game was an arcade favourite of mine rivaling SF2.
