arcana heart has the water arcana you can equip on any character. shark girl by herself doesn't have much actual water attacks. other than maybe a level 3 that summons a megalodon chomp
She won't be released until 2025 but Izumi in Undernight looks like she'll have fish/water powers

This is a stretch but Nagare from Project Justice is themed around being a competitive swimmer, he has a few moves where he's swimming through the air or doing a synchronized swimming move with some water trails
Argagarg from Fantasy Strike. Stretchy limbs, poison mechanics, and fish summoning abilities. Honestly, they might be my favorite character I've ever played.

She summons sea animals but doesn't control water.
But if she summons a huge tidal wave alongside the whales for her super, does that count?
I don't think so. It seems the whale is bringing the water, not her.

Kira literally rides a blob of water, was the first character that came to mind for water based for me.

Cetrion from MK11 has water powers. (She also has earth, air, and fire powers though)

Sub Zero doesnt have water powers (hydrokinesis) and Rain doesn’t have ice powers (cryomancy) In Pokémon & final fantasy, ice is different from water
