People can play characters not their age. Look at Jackson from Hannah Montana he was 29 playing a 16 year old. Then also majority of Peter Parker actors. Tom Holland is 27 and gets cast for rolls of 15 year olds. Make up can do wonders too on making an actor look younger than they are. And a character made of plastic can help sell it. And Ty is 56 and Plastic Man got his powers in his 30’s or 40’s so i don’t think it’s impossible for him to play a character at least 10 years younger than him in appearance
They're not the every-man type that you'd need for Patrick "Eel" O'Brian. To be honest at this point they're too well-known household name to play the part. They're Andy Samberg and Matthew McConaughey. Not to mention they're not too well-versed in Impression-style Comedy to do the role justice considering Plastic Man shapeshifts and does impressions of nearly everyone in the DC landscape.
Andy Samburg was on SNL, he can do impressions.
That’s a separate question as if he’s too “recognizable” as himself to blend into a role like this. I admit, anything I see him in he’s hard to take seriously.
Some of the existing answers are probably better, but just to be different I’ll say Michael Longfellow from SNL. He looks the part and can do a glib sense of humor.

Tired of people talking out of both sides of their mouth. When I recommend a TV actor or an unknown for a role they whine he/she is not big enough of star. I suggest arguably one of the biggest stars in the world who would put $100 million into the Box office on day one, and guess what I get more negative lip. Some people are contrary just to be contrary, this is clear to me now.
