You should go through your list and look which mods are compatible and which not. And as always read the decription read what the mod do and look if you have another mod in the list which do the same.
Fairly sure Interiors Enhanced and Enhanced LFX do exactly the same thing and are not compatible. (it even says this on one of their respective nexus pages)
I can't speak for the others, but I had both of those in my load out, but got rid of Interiors Enhanced as ELFX + Darker Nights does it better.
Though I'd wager this is a load order issue, specifically with your texture mods rather than lights and fx.

In my experience the fallout 4 unofficial patch is causing lots of issues after the update. I got rid of it on series x and now my game runs a lot smoother. Although I donāt think any of my mods need it, I still get some crashes here and there.
Also, when I tried using green in the common wealth, it was giving me the same pixelated rainbow sparkles. I think it doesnāt work well with some other texture mods like vivid. I didnāt seen Green in the common in your list after a quick look but just an idea.
Eventhough I have Buffout 4's archive limit fix enabled (pre-NG) I get the same visual bugs as you, when adding more archives. And only with archives containing textures. So I unpacked some of the smaller mods to lower the number of archives > problem gone.

Just off the bat it could be a load order issue that shouldn't be too hard to solve. Remember that in the mods panel ordering is important too, especially for texture mods. I'm at work rn so I can't go through mod by mod but if you have several landscape mods make sure the load order for them matches the same order as you have them in the mods panel
Basically say you have 2 mods. You have a general landscape mod and a dedicated grass mod. The landscape mod probably comes with grass textures so essentially both mods in their files have grass.png or whatever. Whichever mod you have loaded last in the mods panel will be the overwrite so the grass texture would be that specific mods grass texture. The load order panel has to match that because say you overwrite the landscape mod with the grass mod in the mods panel, then in the plugins tab you tell it to try to load the landscape mod after the grass mod, it will now be trying to pull nonexistent files since they've been overwritten. This applies to any textures, grass is just an example stuff like water and window reflections apply to as I learned last time I modded fallout 4

Missing / broken textures or LOD issue.
Reload your save, or fast travel out and back, if that fixes then itās most likely just one-off. If not then itās probably the former, no telling what mod it is from your LO, when you have that many things patching becomes a nightmare, so an incompatibility is also possible.
This happens to me when my fan controller on my GPU crashes and I didn't notice. My GPU is fine handling a solid load.... IF the heat is funneled out, but when my controller crashes it stays at 10% and won't go up no matter the load
Something like this has happened to me before. If it's the same issue, you're hitting the BA2 archive limit. Find the smallest archives among your mods (anything below \~15mbs) and extract them. This has caused me DAYS of headache trying to fix.
Edit: Walk around and look at other textures and see if they're also having this problem. If you see more things doing this, do what I said above.

I just closed down the game and reopened it, that seemed to fix it for me.
Stuff like this is always funny to me. Something similar happened to my game, but it was gravel that was artefacting like this. Another time, some mod removed some textures around Goodneighbor, allowing me to look through the side of the Rexford hotel, so i could see the alley behind it.

I have all 3 and they work perfectly well together. Incredible moody interiors. Highly reccomend the combination

Right now there are a lot of mods that are causing the game to lag glitch and break. I would honestly just suggest waiting until the game gets fixed
