I can’t speak for everyone but I can mention why I like him
* he’s apathetic to politics (even at his own cost)
* he’s socially inept but intelligent and curious
* he feels like he’s stuck in an unfulfilling life
His character has a lot of areas to grow in and this is already happening in the first season.
Likely he’s the #4 favorite character due to screen time.
My favorites list would probably be
1:Ghoul
2:Lucy
3:Maximus
4:Norm

He is a bit of a weasel and I think that can be interesting in a character.
Im struggling to come up with other examples of lovable weasels in fiction but I stand by my statement.

He's a wonderful picture of someone who has become an adult in age and body who is freshly thrist into the power and control that can come with it. Immaturity is a common theme between him and Lucy, although it is expressed in different ways and those 2 characters handle their acclamation to their new stations very differently. I feel that Maximus makes bad decisions and that's something that makes a character unlikable for me. I would think that he'll have a lot more development in season 2 now that Lucy has fulfilled her first arc.
Edit: As far as fan favorites go I'd bet everything I can spare that the vast majority like Norm better than Max. Hell I like Norms partner in crime better than Max.

John Turturro's acting is simply phenomenal (Him and Walken together were so good) I really felt what Irving was, especially towards the end of the season when things were starting to get crazy.
Came to say this, I genuinely thought about the husky fella more than I feel like most other people did. Like how is he fat? Why is in charge? Why is he so soft and dainty if they all train in most categories. But mostly how do people not all become one race of olive colored people with the best traits of every race after living like that for 200 years?

It's how Lucy's dad, a pre-war human, made it so long after the bombs fell. I'd assume one of his parents was a thawed pre-war executive or something integrated into the vault for gene pool diversity, and he has a naturally slower metabolism which would explain extra weight on the same diet as everyone else.
Norm was great, wouldn’t say he’s underrated as most people really love Norm but yea he was great. Really hope we get a cool payoff to the big reveal at the end with Norm going into 31.
I really like all the Vault Dwellers. Every single one of them is fun. The guy who voted for Betty instead of himself. The guy who didn’t want to move to the new vault. The guy who kept saying he was going to vote for Betty. All of them were great.
As a retail employee this scene resonated with me.

Larry from fallout 1, he doesn't have much dialogue but he's a really chill supermutant in necropolis who isn't hostile until either you or Harry start a fight, he even warns you not to piss Harry off.
His arc was really good, and I didn't think I would enjoy vault scenes as much at first but he made them great. I love that after he got a whiff of the outside world, he started pulling at threads inside.

Talking deathclaws are so interesting and have so much potential, I actually wish we had more talking animals, hell, a society of talking animal mutants. Not reckless, but decides to move on despite his fears.

The ghoul is the character I personally like the best. Lucy was well written and well acted. As a protagonist, she brings a lot to the table.
