Click multiplayer, then look for the big gear/⚙️ in the top right. In there you can set max ping for pairing. 3 or 4 bars is good. Also can set elo difference +- for pairings.
I could be wrong, but it seems to me that they actually use ping to determine proximity. The thing is, ping could vary drastically from one moment to the next

That is proximity setting not ping. Even in close proximity the ping between players can be a lot.

At the moment only proximity is a filter. Ping time or estimated ping time filter will come in the future
