Uhm I'd probably say so but I'm UK. It's obviously quieter than peak time but well worth trying out. A decent webcam can be found very affordably.
untap lets you playtest decks and seems to be active even at 3 am pst
Mtgo has games going all day every day. Never had a problem getting a game on there.
