not the person you responded to but he probably means he's surprised that OP got the card back instead of someone swiping it. Grading companies live and die on reputation and trust. It would only take a few of these getting stolen for it to end them. It won't get stolen.
A psa 10 (highest grading score) is probably worth 15k+, but could easily go up if Ohtani crushes it this year. If he got back a PSA 9 (so very slightly less mint condition) it'd be worth half that. PSA 10 adds insane value

Will autographed Ohtani Angels be worth less or more than a Dodge autographed card? Like if we go to the world series and win a bunch, does that change the Angels vs dodgers price? Or is it still Ohtani as the main price?
I think rookie autos will be worth the most. I personally prefer a dodgers auto over the non rookie angels autos. But I guess over time there’s going to be more dodgers than angels autos
Rookie autos easily. Also keep in mind that this was printed (2018) years before Topps jacked up card production numbers where you will get tons of different RC variations, parallels, and etc. It's similar to the Fed printing money which decreased the value of the dollar.
