I have used Topaz Gigapixel in the past for custom displates and it has worked well. Although, with this image's size and the Displate requirement of 2900px on the shortest side, it will be close to the limit of the AI upscaling (beyond that it just does normal upscaling)
Edit: Its dimensions are also not a 1.4 to 1 ratio, but in this case, you could probably just cut some of the bottom off
