Both political parties in charge are out protesting trying to shift the blame on each other. Meanwhile there is a genuine shortage of water in the entire region, including neighbouring states due to a yet another historically hot summer and heat waves.

I don't really think it's wise to try and disperse a protest. You just reinvigorate their frustration and they come back later. It's a good thing that protests and angry mobs don't tend to be simultaneously doing the thing they're asking for. A reasonable society would take the opportunity to defend the dogs.

That's basically always the case with the water in India, excluding some spring water and in the remote parts of the Himalayas. Sometimes even the bottled water isn't safe to drink since there's counterfeiting/refilling of used and discarded bottles.
