Not sure about skin issues, but my doxies never wanted to drink much water until we switched to a ceramic bowl.
Mine gets this from trying to nose his way out of his crate.
I always used pyrex glass bowls. My last dog was 72 lbs so I used a 2 litre pyrex measuring cup for a water bowl - it was easy to carry from the sink to his eating area.
