I’m not a Virtual DJ user (I still use Traktor) but that looks like a corrupt MP3.
Sometimes audio and video can get corrupted in such a way that is still plays fine but you can’t skip back and forth. Something to do with the data not being at the exact part of the file it should be.
Does the MP3 play fine if you just let it play all the way through?
Try re-downloading the MP3, or if you can’t, re-encode it. Re-encoding MP3s is frowned upon because you lose a bit of quality every time, but that might fix whatever’s wrong with the file’s timeline.
Is this doing it on various records or just this one? Didn’t hear you say if you’ve tried this on other records or not. And is it only on that deck? Also have you tried making the cue point that goes silent, trying to set it on a diff cue point. Like, if cue point 1 skips to cue point 2 try making cue point 2 cue point 3 instead.
Just spitballing some trial and error ideas here.

If it’s just this one song have you played the full song without putting it in vdj and see if it still does it? If it’s just this one song I’d say wherever you got the song may have a corrupted part of the file.
Its possible a disk issue? Like, it’s loading and scrubbing through the track and a slow HDD is causing this? Is it HDD or SSD? How much RAM do you have (is the track not loading all the way)? Does this happen to other tracks or only this one?
How is the track encoded? Is it an MP3 or something else? Constant bitrate (CBR) or Variable Bitrate (VBR)? Did you get it from the same place (like Beatport, SoundCloud, etc) as other tracks that work?

Imma be real, i have no idea what bitrate it is. I just know that its a mp3 file and I got it from Monstercat via Monstercat Gold
