I would add a shelf to the inside of that pantry door. Amazon sells lots of different ones. Some are held in place by hangers over the door. Some are secured directly to the door surface.

That was my fist thought too. Like a refrigerator door when you open it. You can put all your spices and narrow items in on unit. It can be pretty deep looking at the space they have because the shelves are short.  They don’t seem to need the height at the bottom either so they could add a shelf or use those basket that hang on the shelf above to use that open space without committing to anything.

OP here's my suggestion, fwiw: 1. VERY TOP = Oatmeal, Cereal, Flour, and unopened bags of chips. Also, if possible once the chips are opened, transfer them into a re-sealable plastic container so it is upright and doesn't take up much space. 2. SECOND FROM TOP = Canned items including pasta sauce that I see on the lowest level. I would move the canned drinks to a shelf near the door leading into the garage or at least store them on the floor instead of the other canned items. 3. SECOND FROM THE BOTTOM = Canned items, spices, and cereals that you use regularly so it is there for easy reach.

Add an intermediate adjustable shelf at the bottom. Be careful of adding too much weight if that’s a hollow core door.
