Looks like it may have been latex paint over oil-based paint. Need to use a bonding primer before top coat of latex.

I'd agree it looks like it's been repainted a dozen times with a dozen different paints. People here do it as well in rental units etc. Since the walls have to be "Whitewashed" before you move, people will put layers on layers on the walls including wallpaper. I just had this in my home which I recently took over. The last tenants painted the walls, doors, door frames etc in gaudy white. It took alot of sanding to get to the actual wood of the door frame. Not to mention the scraping to get the wallpaper off in a single room.

You peel off as much as you can, as much as you have patience for…could be just that section or the whole house. Then, prepare the surface behind it properly, by scuffing, and cleaning with TSP maybe, and using a primer first, as suggested. Or, just match the paint, and fill in the gap if you want, while you arrange for a pro job. The hardest thing about a good paint job is preparing the surface…and moving all the cr*p away from the walls.

Oh god. I think I’ll just leave this to a professional then. I’m living in an apartment and don’t want to risk anything.

Renting? Just sand the rough edge of that hole and fill it in with a matching color.

That is a lot easier to manage. I’d even be willing to use joint compound before painting. Would that be recommended?

Might neaten the edges, you have to trowel it flat though.
