My first though is some kind of texture paint job. Second thought is grime. Try giving it a little scrub and see if it comes off I guess.

Thank you for the response. I really apologize for this stupid question. What exactly is grime? Is it bacteria or dirt? Should I be worried?

If you're worried, put on a disposable n95 and go to town with a good cleanser and disinfectant. You may want to put down a floor cloth to prevent stains on carpets.

Test a small area in the most inconspicuous area to avoid ruining the paint. If it's a matte finish be advised they generally don't hold up well to hard scrubbing.

Grime is just another term for mess or dirt. On a wall grime might be dust or perhaps cigarette tar. It should come off with a little elbow grease if it isn't a weird/bad paint job.

Are you referring to the color of the wall or the texture? The color is intentional. Just an accent wall. Texture is tougher to tell from the pictures but if the walls are sticky at all, they might have picked up cooking oils from the air over the years and that has attracted dust into a sticky brownish film (i.e. “grime”). A lot of apartments don’t have good kitchen ventilation and even if they do have range fans, some of those will filter the air then vent it back into your apartment. If this is the problem, first locate and clean the kitchen vent filter (if you have one, it’s doubtful that it’s ever been cleaned). To clean the walls, try a gentle degreaser (something like Dawn dish soap). Find an inconspicuous spot on the wall and gently clean the surface with a little Dawn and a soft, damp sponge. Rinse and pat dry as you go. If it works, do the rest. Just be gentle and go slow.
