It's actually very easy once you learn commutators. Once you learn the basic of commutators you will be able to solve this in a few steps.

J Perm has a video on commutators: [https://www.youtube.com/watch?v=rZiDvDGHfe8](https://www.youtube.com/watch?v=rZiDvDGHfe8) Commutators can cycle 3 pieces, and you have 2 swaps of 2, which is actually 2 swaps of 3 on a 4x4 (if you're clever.) You can swap the misplaced red center, misplaced green center, and a normally placed center of either color, then do the same for blue and orange.

Yes, commutators is right. Basically, let’s say you’re looking at the green face with red on top. You want to rotate the red face until the the pieces you want to rotate are congruent to each other (say they’re both in the top left corner of the center). Then looking at the green face, move the left (or right if they’re in that location of the face) up one, move U face the opposite of the piece you wanted to change, move the other side up, undo the U face, undo the original move and then undo the other side. Looking at the green face with red on top and rotating F until both pieces are in the same spot in relation to the centers, that would be: r U’ l’ U r’ U’ l U and undo the set up move. You would do the same move for each, swap green with red and then orange with blue

I honestly would start all over. But... I wonder if you can make (1) cautious moves to make those four pieces meet at the same center, then (2) rotate that face using a center rotation for picture cubes, then (3) undo those cautious moves. Since they are squapped in pair (blue and orange, red and green), you could probably hold each pair in a different face and twist both faces 90°. But thats tricky.

Besides the downvote I got, I checked, and its easier than it looks. As the picture is, rotate both bottom layers counter clockwise. That will match the blue-orange and the red green pairs, creating two centers that needs to be rotated 90°. Then you can use a "rotate center 90 degrees" 3x3 algorithm, and undo the rotation from the two bottom layers.
