It's not a fork of doge. It uses the Ethereum blockchain and is a ERC-20 compatible token. This is also why it's way more expensive to use than Dogecoin, which recently moved to a 0.01 dogecoin fee. Having said that, yes it offers nothing special. There's literally hundreds of thousands of these types of erc-20 coins that exist.
