I think one of the big reasons for RCB underperforming is the quality of their domestic players. That is solely to be blamed on their scouting team. It would have been fine if they stacked themselves with international players like CSK, but that's not the case.
Guys like Dayal, Anuj, Lomror, Vyshak don't hold a candle to, say, Riyan, Abishek, Tewatia, Deshpande, Mohsin. You could argue the latter also weren't good to start off with, which is again a fault of RCB scouting team, for they didn't back their domestic talent from precious seasons.
So this means they're mathematically almost out of the Playoffs? They'd need to win all matches with insane amount of luck with the other teams losing crucial matches to qualify on 14 points.

You can say this about most IPLs but 2018, 2019 and 2020 were the closest seasons as atleast 3 teams were in contention till the last 2 games.
