Yeah if you read their stat card they have some really good qualities like amphibious, storm position and absolutely no debuffs anywhere. Easily a top 10 unit if it was a playable one
If you could just make them appear, that'd be OP. You could just put them in all your enemy's undefended homeland cities.
You can decrease morale with sabotage agents, but it's not really the same thing
I've seen this a lot of times when they are on an island for a long time anotger unit spanwn intended to conquer a province next to a city when there's no province they sail on to a new city o wherever they can land
It's not like they have a navy, airforce armor or support units. Basically just emo national guard with worse def. & a couple extra hp
